Depends on the age, I think
Most very young children shy away from me when I'm with one of the horses while the older ones often don't have sense to stay out of the way. I think tiny children are kind of expected to be afraid - I know I would be if an animal proportionately larger than me walked up to me.

Plenty of animals worry about other animals size, so it makes complete sense. There's also the fear of the unknown if they weren't raised around them. I would suggest a secure mounting block or ramp so that they can get to know the horse on the same level.
