I don't think I've ever heard of a breed that was particularly stubborn or ornery, unless you count mules. I have heard of certain families that carry the temperament of the parents, particularly the dam, in the offspring. Since the dam teaches the foals socialization skills if she isn't friendly or willing the foal often learn they can be the same way.

Certain breeds are associated with certain personality types. For example, thoroughbreds are considered 'hot blooded' and easily stirred up, especially compared to it's quiter, more easy going cousin, the standardbred.
Quarter horses are regarded as having more 'cow sense'.
