Head Tossing

I've just started riding a horse with a severely sensitive mouth. His previous rider (and no doubt some of the other students) have been chucking the poor guy in the mouth which results in him tossing his head. Its one thing on the flat, but the minute we get to jumping I have to worry about getting smacked in the face by his poll. Any suggestions for short term while we train people to ride with quiet hands or convince the instructors to stop putting idiots on him?

What about not using a bit? Maybe he'll train without the mouth bieng touched at all. You may be surprised to find a great riding horse under the sensitivity.
