Laws need to change

I was reading about a town in NC where there have been several incidents of someone cutting off horse's tails! This is horrible for obvious reasons but there is one thing I noticed when I read several articles covering the story. Charges were mentioned that included trespassing, theft and vandalism but nothing about animal abuse. That's just plain wrong, in my opinion.

Oh, that's horrible!

Is this just general maliciousness or is there a reason people would take a horse's tail? I have heard of things being made of horse hair but I don't know if that takes such small amounts or not. Poor horses with nothing to swish the flies away...that's just so mean.

Are they stealing it to make some horse weave or something? This is one of the oddest articles I have read lately and makes me wonder what exactly they are doing here.

Yes I would have to think that there was a motive behind it, that they were planning on using the hair, or selling it on to someone else who will use it. Either way there must be a profit involved.
