Hobbles

I wonder what people think of hobbling a horse. If there is no fence, is it a practicl way to keep him from wandering? Or is it cruel since they can't walk properly with them on? I don't really like them, but they can be necessary every now and then.

I don't have a problem with hobbling as long as it's not for an extended amount of time. I have hobbled my horse but never for more than an hour and always making sure there is food and water nearby.
