Do you have to wash a horse in the winter?

If it's dirty can you just wipe it down, or sponge it down, instead of totally washing it? If you don't have a heated stall for washing, what do you do? What about (and I know this sounds corny) a blow dryer? Do they make dryers large enough to dry a horse?
