I remember going to state fairs and county fairs, someone would setup an area to have the children ride the smaller horses. It was fun and a quick way to get used to the animal as there were always many trainers there, like two trainers for 1 horse and 1 child.

I let my children ride our horse but we chose her based on her calmness with kids. Weather or not you allow kids near a horse is based on the temperment of the horse and the kids.
