As far as I know there are still no laws which govern horse riding in the US (as far as purely recreational-showing has minimum safety requirements in several disciplines). There are laws as to how many and what type of liability signs you need to have up, which vary by state, but it is pretty much considered an activity you participate in knowing there is risk.

It is known that there is risk to riding a motorcycle too, but many states have laws requiring the use of safety gear. It seems that too many people are not capable of doing the right thing, so that choice needs to be made for them-and I totally support that.
