All of the things mentioned are highly the cause of seemingly sudden panic:
noises
smells
sights
random objects moving/blowing
crowds
your nerves
Horses rely on us to tell them its ok, but not in a manner which rewards their behavior. Giving treats after your horse starts calming down is the best way to go about it. Otherwise you might be training the wrong behavior.
